THE COMPOST CAPITALIST
CA-SB1383 Procurement GPT

Hello Everyone,
Recent conversations at the California Resource Recovery Association (CRRA) Conference and the Municipal Management Association of Southern California (MMASC) Conference showed a clear statewide challenge. State rules for SB 1383, AB 2346, and SB 279 continue to change, and many cities lack the staff capacity to stay current.
Welcome to New Readers
If this is your first time here, welcome to The Compost Capitalist.
My name is Prema Walker, and I am the Founder and CEO of Prema’s Permaculture & Composting in Palm Springs, California. I write this newsletter to show how community composting can transform communities. My work is shaped by my lived experiences in India and by the 12 community composting sites I helped establish in the Inland Empire. I believe that strong soil builds strong communities, and I am open to collaborating with cities on SB 1383 procurement through community-scale composting.
The Core Challenge
Cities often appear to comply on paper, but most procurement dollars leave the community.
A portion of these dollars, when reinvested in community-scale composting, creates greater value for soil, residents, public land, local jobs, and climate resilience.

Why Community Composting Matters
• Keeps procurement dollars inside the city
• Supports local workforce development
• Strengthens parks, gardens, and public spaces
• Reduces hauling pressure
• Helps edible food recovery align with community needs
• Improves climate and public health indicators
Community composting turns compliance into a measurable community benefit.
